Development plans for Headley Court approved unanimously by councillors

Members of the Mole Valley District Council (MVDC) Development Management Committee have unanimously voted to approve plans by Angle Property to redevelop the western part of the Headley Court former Defence Medical Rehabilitation Centre for up to 70 much needed new homes, following extensive consultation and engagement.

After a lengthy and comprehensive discussion, lasting over four hours, the committee unanimously approved the Outline planning application by Angle Property. The approval is for the principle of developing the part of the site to the west of Headley Road for up to 70 much needed new homes, including affordable homes, new 2.4ha public open space and improvements to surrounding roads, walkways and bridleways and the public transport network. This approval is in line with the previous residential redevelopment allocation of the site in MVDC planning
documents since 2017.

This planning approval does not include the manor house and grounds on the east side of Headley Road. Detailed Plans for this phase are expected to be submitted by the end of the year and include a retirement living development. These plans have been delayed since Angle Property offered the space to the NHS to create the NHS Seacole Centre, which is currently being used by the patients who are recovering from Coronavirus helping to ease the pressure during the Covid-19 pandemic.

Now that the initial plans for 70 homes have been approved by MVDC councillors, the Secretary of State must formally approve the proposals in the next stage of the process. Angle Property will continue to work closely and openly with the Council and local residents to finalise the detailed plans, which will also be subject to further approval by Mole Valley District Council.

Tony Williamson, speaking on behalf of Angle said: “We are delighted with the outcome as it is an important milestone which will allow the next stage of the development process to begin. We would like to thank those that commented on the plans during the extensive public consultation over the last 12 months, as well as all the 2 councillors on the Development Management Committee and council Officers. It is a complex application and the comprehensive level of scrutiny by officers and detailed consideration by members shows the planning system working at its best. We have already started work on the detailed elements of proposals and hope all local groups
and residents will engage with us to ensure the redevelopment plans are as good as they possibly can be.”
